How to make our city cleaner?

I think there is hardly a man who asked, "But what actually is the problem then?" Unless of course this is not a joke, or as we used to express "flood." And if you still have people like that, then they just go to local parks, recreational facilities, but not necessarily, or on a public holiday - every weekday routine, get off at any stop, and ... to see a lot of trash: cigarette butts, all kinds of bags, packs, and a lot more then you can see. And what is most remarkable, often heaps of garbage lying around near the end of urns filled tanks or bins. But I think it needs no proof - is obvious.

Ie problem in his eyes. And it bothers me personally. And I think so many others do not like dirt. So it is necessary to find ways to solve it and make our sidewalks, recreational facilities, but almost everything - cleaner, much cleaner.

Here right away, I'm sure will be answered: "Come on, the first is that it, how many of those, and that - no result, by and large one" flood. " Well, let's not just talk in their free time, and work something out. For a solution that can be implemented into practice. Let's start acting. But how? Immediately the question arises. How to realize the desire (I'm sure many of them) to make our streets clean.

Personally, I'm in discussions on this issue, in the most general case, arrived at two possible answers:
1. Coercive measures;
2. Voluntary measures.
In the first case, everything is clear and inspiring. People need to be under the pressure of force or law - fines, forced to keep clean. And, in general, any coercive measure will require cash expenditures. Here at once, many people are blind to the problem. Even if it is a middle class, it's hard to find someone who would be sacrificed for the sake of purity guidance beyond the threshold of the apartment or house money. That is, if you create a fund and collect donations. This solution is unlikely to be realized. The same applies to the laws. They require investment, and to provide resources no one is going. But it is understood - because I believe that the problem is the officials / ministers / MPs - not visible. After all, they do not go by the footpaths and streets, as we do. And if they go to any public place, I think, before the advent of induced purity. But even if the problem was isolated and submitted to the hearing, the little hard to believe that it would be allocated finances. Therefore I came to the conclusion that the first solution to the problem of impurity, in our country, our government, in this period of time - is hardly possible.

So it is necessary to move towards the second option - voluntary measures. In this case, you can do without too much investment (ideally - completely without them.) I see it, you have to come to such a state of society, when people learn to throw rubbish in bins, tanks and waste places reserved for - themselves, without coercion, without any force. Again the same question - how. After all, many people (in my experience) do not realize that the trash - it's bad that it should not be. They do not have such thoughts. And it's over depressing. My vision - to create a mood of people, when they want to throw out a candy wrapper or packaging of a cookie - people would feel that it would be wrong. And this mood is only when the majority of people will be clean on the streets. When most would set an example for the minority. When the problem is not silenced, and everyone would consider it my duty to teach the next standing / walking / sitting / lying potential pollutants not to make their dirty dealings. Of course, immediately a thought like, "Yeah, what it will," or "Yes, it's just a detail, such as the miserable actions will help bring clarity." But as a wise man said Michelangelo, "From little things made up perfection, but perfection is not a trifle." Also, if the arguments and continue to assume that more people will start to monitor the cleanliness in the cities - nachet situation to improve, in any case, can not do without the help of public services, which should be in garbage. Well, the problem of storing and processing - there can not do without officials. But for the first couple, we must learn to keep clean around. Because even if the means to spend on a massive collection and disposal of garbage and not further refined to support the streets and alleys in this state, the dirt will again take their positions.
